基于组合评价的高校专利竞争力研究——以福建省本科高校为例

Research on Patent Competitiveness of Universities Based on Combined Evaluation——Taking Universities in Fujian Province as an Example

【目的/意义】为了促进高校的专利评价能力,更好地服务高校专利工作的推进,建立一种基于组合评价的专利竞争力评价模型,对高校专利竞争力进行客观评价与认识。【方法/过程】将主成分分析法与爛权法结合,利用模糊Borda法进行组合评价,并以福建省19所本科高校为例,进行专利竞争力评价分析。【结果/结论】为高校专利竞争力的评价提供了新思路。评价结果表明,福建省高校专利竞争力整体差距较大,多数高校没有平衡好专利数量、专利质量与价值的关系,缺乏合理规划。根据评价结论,提出了相应的建议。

[Purpose/significance]In order to promote the university's patent evaluation ability and better serve the promotion of university patent work,a patent competitiveness evaluation model based on combined evaluation is established to objectively evaluate and accurately understand the patent competitiveness of universities.[Method/procedure]Combine principal component analysis method with entropy weight method,use fuzzy Borda method to perform combined evaluation,and take 19 universities and colleges in Fujian Province as examples to evaluate patent competitiveness.[Result/conclusion]It provides new ideas for the evaluation of university patent competitiveness.The evaluation results show that the overall gap in patent competitiveness of colleges and universities in Fujian Province is relatively large,and most universities do not have a balance between the number of patents,the quality of patents and the value,and the rational planning is lack.According to the evaluation conclusions,corresponding suggestions areput forwad.
