情报工程视角下四螺旋协同创新信息平台建设研究 被引量:7

Research on the Construction of Information Platform of Collaborative Innovation in Quadruple Helix Model from the Perspective of Intelligence Engineering

摘要 【目的/意义】本文从情报工程的视角探讨政、产、研和以科技服务为主的第四股力量共同构成的四螺旋模型下的协同创新信息平台建设思路,以期促进协同创新并进一步促进高质量发展。【方法/过程】在辨析情报工程特点和协同创新要求的基础上,本文阐明第四螺旋的内涵,提出四螺旋协同创新信息平台的定位、建设运营原则与功能模块设计,着重分析如何将情报工程的理念方法从数据资源、信息技术与软件工具、专家智慧、系统网络等方面贯穿到平台建设中。【结果/结论】四螺旋模型是比三螺旋模型更为广泛和深入的协同创新方式,基于此的信息平台将促进四螺旋各创新主体间的互动与合作,本文提出了建设思路和框架方案。 [Purpose/significance]From the perspective of intelligence engineering,this paper discusses the ideas of construction the information platform of collaborative innovation in the quadruple helix model consists of government,industry,scientific research institutions and thefourth force which is mainly composed of science and technology services,in order to promote collaborative innovation and further promote high-quality development.[Method/process]On the basis of discerning the characteristics of intelligence engineering and the requirements of collaborative innovation,this paperexpounds the connotation of the fourth helix,puts forward the positioning,construction and operation principles,and functional module design of the information platform of collaborative innovation in the quadruple helix model,then emphatically analyzes how to integrate the concept and method of intelligence engineering into the platform construction from the aspects of data resources,information technology and software tools,experts wisdom,system networks,etc.[Result/conclusion]As a collaborative innovation model,the quadruple helix is more extensive and in-depth than the triple helix.Based on the quadruple helixmodel,the infonnation platform will promote the interaction and cooperation among the various innovation entities.This paper puts forward the construction ideas and framework.
