The modernization of educational governance ability is an important symbol of educational modernization.The entry of education policy into the agenda of government departments is the key link of the actual effect of education policy.Experts in educational think tanks play an important role in this process.Analyzing the role and dynamic mechanism of experts in educational think tanks in the setting of educational policy agenda will help us in the process of building educational think tanks.To tap in depth the ability of experts to promote educational policy agenda.This paper combs and analyses the role of educational think tank experts as educational policy researchers,public opinion guiders and reform promoters in the process of establishing the car system in primary and secondary schools throughout the country.The specialty of educational think tank experts’ research,the attention of media public opinion,the unimpeded channel of advice,and the appropriateness of speaking time are the important driving forces for educational policy to enter the agenda.It is also one of the centralized embodiment of the modernization process of educational governance ability.
