摘要
石家庄市是我国重要的农业生产基地,随着农业快速发展,农业废弃物的种类和数量不断增加。通过对石家庄市农业农村局农业资源环境处、省市级现代农业园区、农业新型经营主体、基层农技人员进行实地走访和问卷调查,调研区域包括藁城、栾城等11个县市,调研内容包括农作物秸秆综合利用现状、省市级现代农业园区废弃物的主要处理方式、基层农技人员对农业废弃物处理技术的掌握程度等方面。通过定性分析,得到以下结论:农作物秸秆利用率高,但利用价值较低;农业废弃物相关政策、项目和资金投入不足;技术和专业技术人员缺乏。并提出对策建议:加强政策引导,促进农业废弃物资源化利用产业化发展;加强政策扶持和资金投入力度;加大科技投入,建立农业废弃物资源化利用科技创新体系。
Shijiazhuang is an important agricultural production base in China. With the rapid development of agriculture,the types and quantities of agricultural waste are increasing. Through the field visits and questionnaire investigation on the agricultural resources and environment department of Shijiazhuang Agricultural and Rural Bureau,the modern agricultural parks of Hebei Provinces and Shijiazhuang,the main body of new agricultural management and the grass-roots agricultural technicians,the comprehensive utilization of crop straw, the main treatments of agricultural waste,and the degree that the grass-roots agricultural technicians master the agricultural waste treatment technology were analyzed. The results showed that the utilization rate of crop straw was high,while the utilization value was low. The policies related to agricultural waste,project and capital investment were lack. The professional and technical personnels were insufficient. The suggestions were given including strengthening the policy guidance to promote the industrialization development of agricultural waste resource utilization,strengthening the policy support and capital investment,Increasing investment in science and technology,and establishing the science and technology innovation system of agricultural waste resource utilization.
