中国经济正在从高速度型的增长走向高质量型的增长。未来中国经济将越来越依赖于自主创新与扩大内需。在经济转型过程中,需正确对待传统"红利"的消失,通过不断深化改革,形成新的制度优势,尤其是赋予民营企业自主经营的权利,从而创造出新的人口红利、新的资源红利、新的改革红利。民营企业的高质量发展,迫切需要实施一视同仁的产权保护,制定公开透明的市场规则,推行现代化的企业治理模式,促进企业间的互助协作等。当前,民营企业参与国有企业改革存在着热情不高的问题,应加快推进国有资本配置体制改革、国有企业管理体制改革,同时使国有企业改革规范化、公开化、有序化,从而有效推进国有企业改革与民营企业高质量发展。

The Chinese economy is transforming from a high speed growth to a high quality growth. The future will witness an increasingly higher reliance in the Chinese economy on the improvement of indigenous innovation and the expansion of domestic consumption. In the process of economic transformation, a realistic viewpoint is required in facing the disappearance of the traditional dividend. Actions are needed in continuing and deepening the reform to generate new institutional advantages, especially giving private enterprises a free hand in their independent operations, so as to create new demographic dividend, new resource dividend and new reform dividend. The high quality development of private enterprises demands urgently the implementation of equal property rights protection, the formulation of open and transparent market rules, the adoption of modern enterprise governance mode, and the promotion of mutual cooperation among enterprises. The present lack of enthusiasm among private enterprises in participating in the reform of state-owned enterprises ought to be addressed seriously. Acceleration is called for in the reform of the state-owned capital allocation system and the state-owned enterprise management system, and the reform of state-owned enterprises needs to be standardized, open and orderly, so as to effectively promote the reform of state-owned enterprises and the high quality development of private enterprises.
