被遗忘的尴尬角色:“双一流”建设中的高校学术期刊

The Forgotten and Embarrassing Role of Academic Journals in Constructing DFC Universities

高校学术期刊特别是综合性学报在经历了世纪之交迅速扩容的外延式发展后,边缘化却成了普遍现象,直接原因是对大学排名贡献不大甚至没有贡献,深层原因是在学术交流中作用的弱化,而根本原因则在于高校学术期刊的"体制病"。"双一流"建设的启动让高校期刊人看到了摆脱困境的机遇,但他们都未在意《统筹推进世界一流大学和一流学科建设总体方案》对学术期刊只字未提意味着什么。从该方案指明的路线图和时间表来看,"双一流"建设达成近期和中期目标仍然只能主要依靠国际学术期刊,被遗忘的高校学术期刊不仅难以借此东风上位,其处境甚至会变得更加困难;而没有世界一流的学术期刊集群,"双一流"建设所要实现的高等教育强国目标也很难名副其实。因此,必须认识到建构专业化、规模化、体系化和国际化的学术期刊集群之于"双一流"建设的必要性和紧迫性,加快制定高校学术期刊整体改革方案,而改革不合理的高校学术期刊体制则是不可或缺的前提。

A manifest factor in the marginalization of university academic journals is that they contribute little to the poll ranking of universities,and yet the latent factor is that they have even become less important in academic exchange.What can explain this phenomenon fundamentally is,however,the institution of university academic journals.The construction of double-first-class(DFC)universities provides only a would-be,though much expected,opportunity to get out of the dilemma,and nothing concerning university academic journals has actually been mentioned in the Overall Plan of the Projected Construction of Double-first-class Universities,from whose road map and time schedule,it is clearly seen that the construction of DFC universities just views publications in the international academic journals as its essential indexes in the short,or even,long term.Still forgotten,university academic journals,consequently,will remain currently in their difficult,or even more difficult situation.Without any reference to first-class international academic journals,it will become an empty talk for DFC construction to achieve its goal to make a powerful nation with improved higher education.It becomes self-evident that a concrete plan for university journals to get reformed should be urgently made,and the reform of the system is therefore a must.
