The Basic Ideas of the 14th Five-Year Plan for Innovative Development: Accelerating the Construction of a World-class Innovation Power

"十三五"以来,我国创新发展已进入由数量高增长向高质量发展提升期,但创新能力发展不平衡、创新活动不充分、创新引领尚未全面实现。"十四五"我国仍处于创新发展的黄金期与重大挑战期,必须加快建设世界创新强国,推动创新高质量发展、实现创新全面引领,把"改革、开放、创新"作为基本国策,坚持自主创新、全面跨域、引领发展、贡献人类的指导方针,处理好创新发展中政府与市场、自主创新与开放创新、基础研究与应用开发研究、科技创新与其他领域创新的关系,加快推进构建以九大创新能力构成的中国特色国家创新体系,全面提升国家创新体系整体效能,为建成世界科技强国奠定坚实基础,为世界技术创新与科学发现作出重要贡献,为开启"第二个百年"奋斗目标和中华民族伟大复兴提供强大创新动力。

Evaluating the status of China’s innovative development in the 13 th Five-Year Plan,this paper proposes that the development of China’s innovation of science and technology is entering an improving period from high-growth to high-quality,but it still faces some challenges like imbalance in the innovation capabilities,insufficient in innovation activities and insufficient in leading economic development. Facing opportunities and challenges domestic and international,in the 14 th Five-Year Plan period,aiming for a world-class innovation power,we should keep innovation as the primary driving force behind the development,and promote a high-quality innovative development and play a leading role in the development,such as comprehensively promoting the construction of national innovation systems with Chinese characteristics and further enhancing its effectiveness,including improving the knowledge innovation system,technological innovation system,market innovation system,modern economic system,talent storage system,regional innovation system,international innovation system,innovation support policy system and innovative strategic approach. In the innovative development,the relationships between government and market,independent innovation and open innovation,basic research and applied sciences,technological innovation and innovation in other fields could be handled.
