环境应急能力保障体系分级构建机制探析——以甘肃省实践经验为例

我国经济社会转型发展在极大地丰富人民物质生活的同时,也累积形成了多样化、复杂化环境风险现实情境,因不确定因素引发突发环境事件易发、多发,部分事件对人民群众生产生活造成严重影响,提升各级政府突发环境事件应对效能已成为有效管控生态环境风险的重要手段。以构建环境应急能力保障体系作为主要途径,结合甘肃省实践探索经验,从区域与流域环境风险系统评估、环境应急法制与技术支撑、应急救援力量分级配置3个层级提出提升区域环境应急能力基本思路,为保障我国生态环境安全提供参考借鉴。

China′s economic and social transformation and development have greatly enriched the material life of human beings,but at the same time,it has also accumulated a diversified and complex environment risk situation,environmental incidents are prone to occur due to uncertain factors.Some of these events have serious impacts on people′s production and life,promoting the response efficiency of governments at all levels to environmental incidents has become an important means to effectively manage and control ecological environment risks.This paper takes the construction of environmental emergency response capacity guarantee system as the main approach,combining Gansu Province′s practical exploration experience,putting forward the basic ideas of improving regional environmental emergency response capacity from three levels:regional and river basin environmental risk assessment,legal system and technical support for environmental emergency response,and graded allocation of emergency rescue forces,to provide reference for the protection of China′s ecological environment security.
