Standardization of Water-saving Management Contract and Case Analysis

合同节水管理在我国刚刚起步,虽然在公共机构、水环境治理、水资源保护等领域有很多案例,但在政策、法规和标准的管理上还不完善,技术研发、资金保障还不成熟。本文通过梳理合同节水管理发展的现状,构建了支撑合同节水管理发展的节水服务标准体系,通过完善合同节水管理的标准,规范和推动节水产业的发展。同时,对合同节水管理的3种常用商业模式效益分享型、目标保证型和托管型进行案例分析。对合同节水管理存在的问题以及下一步发展重点给出建议。

Water-saving management contract is still in the early stage in China.Although there are many cases in public institutions,water environment treatment,water resource protection,and related policies,regulations and standards need to be improved,as the technology research and development and funding guaranty are not mature.Through understanding the realities of the development of water-saving management contract,this paper builds a watersaving service standards system that underpins the development of water-saving management contract,promotes the development of water-saving industry by improving the standards for water-saving management contract.The paper also analyzes three business models of water-saving management contract,namely,benefit sharing,goal assurance and trusteeship,points out problems existing in the water-saving management contract and puts forward suggestions regarding the following development.
