我国台湾地区政务电子文件与档案管理现状及启示

The Status and Enlightenment of Electronic Records and Archives Management in Taiwan

自推行政务信息化以来,我国台湾地区推出了一系列政策推动政务文件与档案管理电子化,形成了具有本土特色的电子文件与档案管理体系。本文在梳理台湾政务电子文件与档案管理现状的基础上,从电子文件与档案管理机构归一、管理系统一体化、"机关档案"与"国家档案"管理一体化三个层面分析了台湾地区政务电子文件与档案管理的实现条件,最后归纳总结出对大陆地区电子文件与档案管理工作的启示,提出应从宏观架构上拓展档案管理机关的职能范围,构建完善法规体系,整合电子文件与档案管理系统,在单轨制框架下推行电子文件与档案管理工作等。

Since the implementation of the e-government,Taiwan has launched a series of policies to promote the electronic management of records and archives,it has formed an electronic records and archives management system with Taiwan characteristics.On the basis of combing the current situation of Taiwan electronic records and archives management,this paper analyzes the realization conditions of electronic records and archives management in Taiwan from the three aspects of the integration of management institutions,the integration of management systems,and the integration of institutional and national archives management,and finally summarizes the enlightenment to the management of records and archives in China's Mainland from the aspects of expanding the functional scope of archives management department from a macro perspective,constructing the perfect legal system,integrating the electronic records and archives management system,and promoting the management of records and archives under the single-track mode.
