Using Systematic Way of Thinking to Plan High-quality Poverty Reduction in China after 2020

2020后中国高质量减贫继承和发展了马克思主义反贫困理论,是中国特色社会主义扶贫实践特别是习近平总书记关于脱贫攻坚伟大实践的延续,具有鲜明的人民立场。运用习近平总书记关于扶贫工作的系统思维方法,谋划2020后中国高质量减贫战略思路,首先就要注重整体性,把它看成是一个集经济、政治、文化、社会、生态等因素于一体的复合式减贫方案;以收入、就业、教育、健康、居住条件等要素为综合视角的多维式减贫方案;以城乡一体化为一盘棋的融合式减贫方案;注重减贫与扶志、扶智相结合的自主式减贫方案;各方参与形成合力的联动式减贫方案;内外结合共建人类命运共同体的共治式减贫方案。这既是按照既定部署优化政策供给,确保扶贫工作连续性的要求,也是中国共产党人为民造福、为中华民族谋复兴的使命担当。要以系统思维整体谋划和推进,寻求重点突破,在统筹好系统的开放性及其要素之间的平衡性中,推动2020后中国高质量减贫。

China’s pro-2020 high quality poverty reduction has inherited and developed Marx’s anti-poverty theory. It is a continuation of the socialist poverty alleviation practice with Chinese characteristics, especially the practice of General Secretary Xi Jinping over combating poverty, which has a distinct people-oriented feature. To use the systematic way of thinking of General Secretary Xi Jinping to plan for China’s high-quality poverty reduction after 2020, we need to pay attention to its holistic nature and regard it as a multi-pronged plan incorporating factors such as economy, politics, culture, society and ecology;a multidimensional plan that should be examined from the perspectives of income, employment, education, health and living conditions;an integrated plan focusing on urban-rural integration;an independent plan that places emphasis on both poverty reduction and aspirational and intellectual support;a coordinated plan with the participation of all parties;and a joint-governance plan combining internal and external efforts to build a community with a shared future for mankind. This is not only the requirement of optimizing policy supply and ensuring the continuity of poverty alleviation work in accordance with the existing arrangements, but also the mission of the CPC for the benefit of the people and the rejuvenation of the Chinese nation. We need to plan and advance the work with a systematic way of thinking, make breakthroughs in key areas, and promote high-quality poverty reduction in China after 2020 while making overall planning for the openness of the system and balance among its constituents.
