党的十九届四中全会《决定》以习近平新时代中国特色社会主义思想为指导,对党的十八大以来党领导人民治国理政理论创新、制度创新、实践创新成果高度集成和深度延展,对坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化作出了全面阐释和整体部署。坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化,是新时代重大政治命题,也是新时代重大法治命题。准确理解和把握这一时代命题,需要深刻领会国家治理的核心要义,中国特色社会主义对于制度和治理体系的根本意义,以及坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化对法治的时代要求。

The Decision of the Fourth Plenary Session of the 19th CPC Central Committee was made under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It has highly integrated and deepened the theoretical, institutional and practical innovation achieved by the Party in leading the people in governing China since the 18th CPC Congress, and has set forth and made overall arrangements for establishing a sound socialist system with Chinese characteristics and modernizing China’s system of governance and governance capacity, which are major political and legal issues in the new era. To accurately grasp the two issues, we need to deeply understand the core meaning of national governance, the fundamental significance of socialism with Chinese characteristics for the institution and governance system, as well as the requirements upon rule of law due to establishing a sound socialist system with Chinese characteristics and modernizing China’s system of governance and governance capacity.
