思想建党和制度治党同向发力作为党的建设的永恒课题,是全面从严治党的现实要求,反映了党的建设的内在规律,对于提升新时代管党治党科学化水平具有重要意义。思想建党和制度治党功能定位的互补性、逻辑关系的统一性、目标指向的一致性,使二者在全面从严治党具体实践中亟须同向发力。为此,必须推进常态化政治思想教育,以党的政治建设为统领,发展积极健康的党内政治文化,加强党的基层组织建设,建立科学完善的配套制度并加强制度执行力建设。

As an eternal subject of the Party building,forcing ideological Party building and institutional Party governance in the same direction is the realistic requirement of strictly governing the Party in an all-round way.It reflects the inherent law of the Party building and is of great significance to improving the scientific level of Party governing in the new era.The complementarity of the function orientation,the unity of the logical relationship and the consistency of the goal orientation of the ideological Party building and the institutional Party governance determined that both must force in the same direction in the practice of strictly governing the party in an all-round way.In order to effectively promote ideological party building and institutional Party governance in the new era,we must promote the normalization of political and ideological education,develop a positive and healthy inner-Party political culture that taking the Party’s political construction as the command,strengthen the construction of the Party’s grassroots organizations,establish a scientific and perfect supporting system and strengthen the construction of system execution.
