创新环境对区域创新效率的影响——基于空间面板Tobit模型的分析 被引量:2

The Impact of Innovation Milieu on Regional Innovation Efficiency:Analysis Based on the Tobit Spatial Panel Model

摘要 世界经济发展呈现出明显的区域化特征,区域创新能力成为衡量一个地区国际竞争力的关键因素。在对2010—2017年这一期间中国30个省、直辖市、自治区的区域创新环境评分测算的基础上,运用空间面板Tobit模型分析区域创新环境对区域创新效率的影响,结果表明区域创新环境在全国总体样本估计中对创新效率具有显著的正相关效应,但不同地区的结果是不一样的:东部地区的创新环境对创新效率具有明显的正向促进作用,而中、西部地区的创新环境与创新效率之间却没有相关性。区域创新环境要想发挥作用必须超过一定的阀值,在达到这个阀值前不会对地区创新产生明显的促进作用。中西部地区的创新模式以引进、消化吸收再创新模式为主,原始创新比例小,而引进、消化吸收再创新对综合的创新环境的依赖性并不是很大。 The development of world economy shows obvious regional characteristics,and regional innovation ability has become a key factor to measure the international competitiveness of a region.Based on the scoring of regional innovation milieu in 30 provinces,municipalities directly under the central government and autonomous regions in China from 2010 to2017,this paper uses the Spatial Panel Tobit Model to study the impact of regional innovation milieu on regional innovation efficiency,and further verifies the credibility of the empirical results through robustness test.The results show that the regional innovation milieu has a significant positive correlation effect on innovation efficiency in the national total sample estimates,which is in line with the general expectations.But from the results of different regions,the results of different regions are different.The innovation milieu in the eastern region has a significant positive effect on innovation efficiency,but there is no correlation between the innovation milieu and innovation efficiency in the central and western regions.If the regional innovation milieu wants to play a role,it must exceed a certain threshold,but before reaching this threshold,it will not have a significant role in promoting regional innovation.The innovation mode in the central and western regions is mainly the mode of introduction,digestion,absorption and re-innovation,and the proportion of original innovation is relatively small.The mode of introduction,digestion,absorption and re-innovation is not very dependent on the comprehensive innovation milieu.
