高校巡察要坚守政治巡察职能定位,贯彻巡视工作"十六字"方针,紧扣"四个落实"的监督重点,立足于立德树人根本任务,落地于党的政治建设、内部治理体系和"双一流"建设"三个维度"。完善巡察机制可以从构建"三大体系"入手,即突出"三个重点"深化政治巡察,以织密"三张网"为主线强调问题导向,以强化"三重保障"落实主体责任。围绕提升高校二级单位治理体系和治理能力现代化,落实党政联席会议制度和党组织会议制度,通过"三重着力"优化巡察实现策略,即着力以顶层设计明确巡察重点、着力以方式创新提升巡察质量、着力以成果运用促进事业发展。

University patrol work should hold the orientation of political patrol, carry out inspection work’s "sixteen-character" guideline, and link closely inspection’s key points of "four implementations".It is achieved by strengthening party’s political construction and internal governance system, and enhancing" three dimensions" of the " Double First-class" construction. Improving the patrol mechanism can be realized by initiating " three main systems",( namely, enhancing " three key points" to deepen political patrols), focusing on " organizing three networks" to emphasize problem orientation, and strengthening"three guarantees" to implement the subject responsibility. To enhance the modernization of the governance system and capability of universities’ secondary units, it is necessary to implement the system of joint meetings of the party and the government and the system of meetings of the party organizations, and to optimize the implement strategy in light of "three focal points", namely, to explicate the patrol focus through top-level design, to improve the patrol quality based on innovation ways, and to promote career development by application of the patrol results.
