协同与共生:农村职业教育融合治理的行动逻辑与支持系统 被引量:29

摘要 农村职业教育是一种跨界协同性教育类型,对农村职业教育的治理不能脱离农村社会的发展而进行"自系统"的单边性治理,必须在跨界农村其他领域的"他系统"中,进行"超系统"的协同性融合治理。农村职业教育融合治理的结构体系涉及"四重维度",即"他治-自治""上治-下治""扶治-共治""外治-内治",通过"四重维度"的结构性统整,充分彰显农村职业教育融合治理的协同性行动逻辑。融合治理的行动逻辑必须通过构建以政府、行业、农户、企业、学校为协同主体的"GIFES"行动模式,形成以国家层面的"制度性支持"、地方层面的"投入性支持"、环境层面的"生态性支持"、企业层面的"参与性支持"以及家庭层面的"主体性支持"为社会支持系统的逻辑框架,才能真正以跨界融合的战略思维去引领和促进职业教育与农村社会的协同共生发展,推动农村经济社会向产业化、集约化与现代化方向持续发展。 Rural vocational education is a type of border-crossing and collaborative education. The governance of rural vocational education cannot be separated from the development of rural society and implement the unilateral self-governing system. It is necessary to carry out the collaborative and integrative" super system" in the border-crossing " other-system" of the rural areas’ fields. The structure of rural vocational education integration governance involves four dimensions: " governed by the outside and self-governance", "upper-lower governance", "assisting-joint governance" and "external governance-internal governance". Through the structural integration of the four dimensions, the cooperative action logic of the integrated management of rural vocational education can be fully demonstrated. The action framework of the social support system is to build a " GIFES" action model with government, industry, enterprise, farmer,school as the main bodies, and form a " systematic support" at the national level, " input support" at the local level, "Ecological support" at the environmental level, "participatory support" at the enterprise level,and "subjective support" at the household level. Only the action logic of integrated governance is based on such an action framework, can we lead and promote the co-existence and development of vocational education and rural society with the strategic thinking of cross-border integration. Moreover, promote the development of rural economy and society towards industrialization, intensification and modernization.
