摘要 中国石油境外项目物资采购面临复杂、多样的环境。目前,中国石油境外项目物资采购管理体制机制不够完善;未实现企业层面的供应商寻源统一管理;框架协议采购执行力度有待加强;采购方式相对单一,招标率偏低;总体库存量依然相对较高;区域采购中心的运行机制、工作模式还不够系统和完善。建议探索中国石油境外项目物资采购分类分层次管理方法;进一步提升境外项目物资供应商管理水平;积极推广框架协议采购;推进区域采购中心建设;大力开展境外项目采购全方位交流;推动物资采购管理信息系统应用。 CNPC overseas projects are faced to the material procurement environment with the characteristics of diversity and complexity. At present, CNPC overseas projects lack of a perfect material procurement management system and mechanism, don’t realize the unified management of supplier sourcing at the enterprise level, need strengthening implementation of the framework agreement on procurement, the procurement method is relatively single with low bidding rate, overall inventories remain relatively high, and operation mechanism and working mode of regional purchasing center are not systematic and perfect. It is suggested to explore the classified and hierarchical management method of material procurement for CNPC overseas projects, further enhance the management level of overseas projects material suppliers, actively accelerate framework agreement procurement, promote the construction of regional procurement centers, energetically launch comprehensive exchange of overseas projects procurement, and facilitate the application of material procurement management information system.
