摘要
本文旨在分析江苏省地市级公益性标准化服务机构的人员现状及技术服务能力情况,为建设具有江苏特色的标准化服务机构提供依据。主要方法是通过问卷调查的形式收集各机构相关数据。调研结果显示:江苏省共有13家地市级公益性标准化服务机构,从事标准化服务与研究的专业人员共161人,其中硕士以上学历占比22.4%,高级职称占比37.6%,35周岁及以下人员占比28.4%,2014~2018年共完成3938项标准化领域项目,制修订4205项标准,发表99篇学术论文,出版2部专著,申请40项专利。从调研及分析结果来看,江苏省公益性标准化服务机构存在着专业人员配备不足、高学历高职称人员比例较低、老龄化严重、各机构服务能力差距明显、科研产出不足等问题,有待进一步提升。
The paper analyzes the current situation of personnel and technical service capability of prefecture-level public welfare standardization service organization in Jiangsu Province,providing the basis for creating standardized service organization with the characteristics of Jiangsu.The main method is to collect the data of each institution by questionnaire.The results show that there are a total of 13 local public welfare standardization service institutions in Jiangsu Province,and 161 professional personnel are engaged in the standardization service and research.Among the professional personnel,22.4% has master’s degree or above,37.6% has senior professional title and 28.4% are younger than 35 years old.A total of 3,938 standardization projects were completed in 2014-2018.The 4,205 standards were developed or revised;99 academic papers,2 monographs were published and 40 patents applied.The results show that the standardization service institutions of public welfare in Jiangsu Province lack of professional staff.The proportion of senior professional and professional with high academic qualification is low,and the aging problem is serious.The service ability of each institution is different,and the output of scientific research is low.
