摘要
伴随着存量时代的到来,城市更新工作对城市管理者和规划师们提出了人本主义视角下的新要求,社区规划师成为城市规划行业转型趋势下的必然需求。我国的社区规划师相较于西方国家虽缺乏自下而上的制度环境,但也探索出了沟通政府与其他利益相关方的有效途径。以上海市《徐汇区社区规划师制度实施办法》为例,详细介绍了徐汇区社区规划师的制度背景、工作内容与基本职责、角色定位与遴选原则,以及制度保障机制,以此分析我国城市更新制度背景下现行社区规划师制度的优缺点,并对下一步工作推进提出建议。
With the arrival of the stock era,urban renewal work puts forward new requirements for urban managers and planners from the perspective of humanism.The community planner system has become an inevitable demand under the transformation trend of urban planning industry.Compared with Western countries,the community planner system in China lacks a bottom-up institutional environment,but it also explored effective ways to communicate with the government and other stakeholders.Taking Shanghai"Xuhui District Community Planner System Implementation Method"as an example,this paper introduces in detail the institutional background,work content and basic responsibilities,role orientation and selection principle,and system guarantee mechanism of community planners in Xuhui District.So as to analyze the advantages and disadvantages of the current community planner system under the background of urban renewal system in China,and puts forward suggestions for further work.
