街区更新“4+1”工作法的探索--以北京市海淀区学院路街道街区规划为例

Exploration on“4+1”Method of Neighborhood Renewal:Taking the Neighborhood Planning of Xueyuanlu Street Subdistrict in Beijing as an Example

街区更新"4+1"工作法是以学院路街道街区规划为案例,结合地区实践经验总结出来,对于城市建成区在中微观尺度城市更新过程中城市规划与社会治理创新相结合的工作方法,以帮助参与者更好地解决城市问题。在此过程中,不断深入探讨人与空间的关系,面对有限的空间资源和多元复杂的社会诉求,通过建立有效的社会网络,凝聚社会信任,重构社会规则,撬动良性社会资本,最终实现搭建平台、促成对话、寻求共识,直到共创价值的目标。

The"4+1"method for neighborhood renewal is based on the planning of Xueyuanlujiedao Subdistrict and combined with the regional practical experience.It is an urban planning and social governance innovation work method,which is working for the urban built-up area in the midmicro scale urban renewal process,and to help participants better solve urban problems.In this process,we continuously explore the relationship between people and space,face limited space resources and diverse and complex social demands,build an effective social network,condense social trust,reconstruct social rules,and incite benign social capital.The ultimate realization is to build a platform,promote dialogue,seek consensus,and achieve the goal of creating value.
