辽吉两地突发应急工作筹资与补偿经费投入水平分析

The level of financing and compensation investment for emergency work in Liaoning and Jilin Provinces

目的通过对辽宁和吉林两个地区突发应急工作中筹资与补偿机制经费投入水平的比较,对由此导致的防治效果差异性进行分析并论证其意义。方法收集辽吉两地2005-2017年期间突发应急筹资与补偿相关政策文件、法律规制等,并将投入水平明确程度进行量化。运用描述性分析、相关分析、线性回归方法,分析经费投入水平明确程度与防治效果之间的关系。结果截止2017年,辽宁省突发应急领域筹资与补偿经费投入水平明确程度为50.0%,吉林省突发应急领域筹资与补偿经费投入水平明确程度为66.7%;辽吉两地经费投入水平明确程度与当地突发应急防治效果之间成正相关(r辽宁=0.666,r吉林=0.912)。结论适宜的突发应急体系的核心是明确政府在筹资中的主导地位;与吉林相比,辽宁经费投入水平还有进一步的提升空间,该指标的量化具有可行性。

Objective To analyze the difference in prevention and control of emergencies between Liaoning and Jilin Provinces and to demonstrate its significance by comparing the levels of financing and compensation investment in the emergency work of the two provinces. Methods Relevant policy documents and legal regulations for emergency financing and compensation during 2005-2017 in Liaoning and Jilin Provinces were collected, and the extent of investment was quantified. Descriptive analysis, correlation analysis and linear regression were used to analyze the relationship between the extent of fund investment and control effect. Results By 2017, the extent of financing and compensation investment in the field of emergency in Liaoning Province was 50.0%, and that in Jilin Province was 66.7%. There was a positive correlation between the extent of fund investment and the control effect in Liaoning and Jilin(rLiaoning=0.666, rJilin=0.912). Conclusions The core of an appropriate emergency system is to clarify the government’s dominant position in financing. Compared with Jilin Province, there is still room for improvement in the extent of investment in Liaoning Province, and the quantification of this index is feasible.
