摘要
新时代赋予了人类发展更加丰富的涵义,文章在人类发展指数的基础上,基于可持续发展和民生改善对人类发展的重要贡献,从收入、教育、健康、可持续发展、民生改善五个维度构建了能够更好体现人类发展要义的"中国人类发展指数",并测算比较了中国31个省(区、市)人类发展指数值及其排序。中国人类发展指数的构建理念与测算方法,更加契合新时代的全新发展理念,可以提高人类发展指数的统计鉴别力,可以为"以人为本"的顶层设计提供有益的思路与建议,不失为测度人类发展指数的一种新选择。
Human development has richer implications. This paper attaches importance to the contribution of sustainable development and improvement of people’s livelihood to human development. On the basis of the human development index, this paper constructs the "China Human Development Index"(CHDI) which can better reflect the essence of human development from five dimensions: income, education, health, sustainable development and improvement of people’s lives. The results of regional measurement show that the construction concept and calculation method of CHDI can better reflect the new concept of development. Therefore, CHDI has more statistical discrimination and is a new choice to measure the degree of human development.
