论档案馆的文化治理研究

Research on Cultural Governance of Archives

档案馆作为一种文化机构,也是一种文化形态,档案馆文化既可以作为治理对象也可以作为治理手段来理解。从作为治理手段的视角来看,其对社会文化具有内生建构的价值、人文塑造的价值、彰显档案事业存在的价值,然而由于存在资源缺位、用户数量偏低、事业经费不足等原因致使档案馆文化治理功能存在缺位现象。为此,建议档案馆构建文化服务项目品牌化、文化服务空间公共化、文化服务互动网络化等运行机制,以便档案馆文化治理的效应匹配到社会人文发展中去,从而成为推动社会公众意识形态优化的重要社会力量。

Archives,as a cultural institution,is also a cultural form.Archives culture can be understood as both the object of governance and the means of governance.From the perspective of governance means,it has the value of endogenous construction,humanistic shaping and highlighting the value of the existence of archives.However,due to the lack of resources,the low number of users and the insufficient of business funds,there is a lack of cultural governance function of archives.Therefore,it is suggested that archives should construct such operational mechanisms as brand-building of cultural service projects,publicity of cultural service space,networking of cultural services interaction,so as to match the effect of cultural governance of archives with the development of social humanities,and thus become an important social force to promote the optimization of social public ideology.
