中国林业碳汇项目额外性论证实践 被引量:6

Demonstration Practice of Additionalities of Forestry Carbon Sequestration Projects in China

摘要 林业碳汇项目凭借其兼具多重生态与经济效益逐渐受到国内外的关注。国际上认为林业碳汇项目所带来的环境效益是额外的,在该项目活动未发生时是不可能产生的。额外性是项目开发的基础,在项目开发前必须对其进行额外性论证。但目前国内许多项目业主开发时忽略了对项目额外性的考虑,因而造成大量林业碳汇项目无法获得审批。文中对额外性问题进行分析并以大兴安岭十八站林业碳汇项目为案例进行说明,以期为业主在开发林业碳汇项目时进行额外性论证提供帮助。 Forestry carbon sequestration project has attracted more and more attention at home and abroad because of its multiple ecological and economic benefits.The environmental benefits brought by forestry carbon sequestration project are internationally considered to be additional,and it is impossible to generate when the project is implemented.Additionality is the basis of project development,and it must be demonstrated before project development.However,many forestry sequestration projects in China ignore the additionality,which leads to the failure to get the approval of the projects.This paper studies and analyses the additionality,and elaborates how to demonstrate it by using the case of forestry carbon sequestration project implemented by the 18 th Station of Daxing’anling,which could provide helps and assistance for forest owners to demonstrate the additionality of forestry carbon sequestration projects.
