中国碳交易市场发展趋势分析

Analysis of Development Trend of Carbon Trading Market in China

为全面落实全球二氧化碳减排,积极响应《联合国气候变化框架公约》,国家发改委于2011年10月印发《关于开展碳排放权交易试点工作的通知》,北京,上海,天津,重庆,湖北,广东和深圳等七省市率先开展碳交易试点工作。通过对七个试点以往经验和相关碳报告的总结,来确定碳交易的近年来发展现状,分析出其发展中遇到的制约因素,从而总结得出碳交易发展从试点到全国执行碳交易计划的未来发展趋势。

The National Development and Reform Commission issued the notice on conducting pilot work on carbon emission trading,including Beijing,Shanghai,Tianjin,Chongqing,Hubei,Guangdong and Shenzhen seven provinces and cities which have taken the lead in conducting carbon trading pilot projects in order to fully implement the global carbon dioxide emission reduction and actively respond to the United Nations Framework Convention on Climate Change in October 2011.By summing up the experience and relevant carbon reports of the seven pilot cities,the development status of carbon trading in recent years is determined,and the constraints encountered in its development are analyzed.the development trend of carbon trading from pilot to national implementation of carbon trading plan is summarized.
