摘要 党的十九届四中全会及通过的决定对健全党和国家监督体系具有重大里程碑意义。健全党和国家监督体系应坚持社会革命与自我革命有机统一、顶层设计与分层对接有机统一、监督体系和监督能力有机统一、依规治党与依法治国有机统一、抓"关键少数"与管"绝大多数"有机统一等重要经验。下一步应深化改革的系统集成、协同高效;明确职责定位,强化政治监督;以党内监督为主导,推动各类监督有机贯通;深化纪检监察体制改革,强化纪委监委专责监督作用;构建一体推进不敢腐、不能腐、不想腐体制机制。
