基于多源流模型的我国双创政策之窗开启分析

An Analysis of The Policy Window Opening Process of China’s Mass Entrepreneurship and Innovation Based on Multiple Streams Model

政策之窗的开启是政策研究者与政策推动者十分关切的现实命题。本研究以我国双创政策实践为例,以金登的多源流模型来解析我国双创政策议程构建与升级过程,对其政策之窗的成功开启的三流融合进行了分析。研究发现,双创政策之窗的成功开启并逐步走向升级,具有鲜明的中国政策议程构建的特色,政治流的机遇决定着问题流的认知和问题界定,政治领导者充当政策之窗开启的核心企业家角色。政策议程的推动以行政部门为主导,以准立法的性质在政府系统执行,因此更具有中央政府体制的政策议程构建的结构性特征。

The opening of policy window is a realistic topic deeply concerned by policy researchers and policy promoters.This study analyzes the case of China’s mass entrepreneurship and innovation policy window opening,explains the process of policy agenda constructing and upgrading with the multiple streams model of John.W.Kingdon.It was found that the successful opening and gradual upgrading of policy window for mass entrepreneurship and innovation has distinctive characteristics of China’s policy agenda construction.The opportunity of political streams determines the cognition and problem definition of problem streams,and the political leader acts as the core role of entrepreneur to open the policy window.The promotion and implementation of policy agenda is dominated by administration system with a nature of quasi-legislation,so its policy agenda construction has structural features of central government system with Chinese characteristics.
