Study on Chinese Government Performance Evaluation in the New Era

基于政府绩效评价的文献分析,考察了政府绩效评价内涵的演变过程,包括评价价值取向、评价主体、评价内容和评价方法。价值取向扭曲,导致政府绩效评价需要进行调整。大数据时代,互联网平台信息的整体性与客观性,使得以"民众获得感"为目标的政府绩效评价成为可能,并提供了一种新思路。政府绩效评价分析范式需要进行转型,从经济人转向社会人,从制度主义转向行动主义,从管理转向治理,从体系转向生态。以诚信为核心,将民众全过程参与、民众获得感与绿色GDP相结合,为政府绩效评价注入了新思想、新活力、新坐标。同时,提出了重构政府绩效评价体系的政策启示。

Based on the literature analysis of government performance evaluation, this paper investigates the evolution of the Connotation of government performance evaluation, including the evaluation value orientation, evaluation subject, evaluation content and evaluation method. The distortion of value orientation leads to the adjustment of government performance evaluation. In the era of big data, the integrity and objectivity of information on Internet platform make it possible to evaluate the government performance with the goal of people’s sense of gain, and provide a new idea. The paradigm of government performance evaluation needs to be transformed from economic man to social man, from institutionalism to activism, from management to governance, from system to ecology. Taking honesty as the core, combining the whole process participation of the people, the people’s sense of gain and green GDP, the government performance evaluation has injected new ideas, new vitality, new coordinates. In addition, this paper puts forward the policy enlightenment of reconstructing the government performance evaluation system. The subject of evaluation is the participation of the people in the whole process.
