精准扶贫背景下的语言扶贫研究

Research on Poverty Alleviation Through Languages in the Context of Targeted Poverty Alleviation

"精准扶贫"背景下的语言扶贫具有实用性、针对性和持续性的特征。语言扶贫对打赢扶贫脱贫攻坚战具有重要作用,但是目前存在重视经济扶贫而轻视语言扶贫、重视普通话推广而轻视方言和少数民族语言资源的保护和开发、缺乏有效的科技手段、缺乏长期有效的语言扶贫机制、文化水平低制约整体发展等问题。针对这些问题需要进一步提高基层干部的语言扶贫意识,在推广普通话的基础上积极将贫困地区的语言资源转化为经济资源,利用现代科技开发有效的语言扶贫产品,制定切实可行的语言扶贫策略,强化贫困地区的语言培训,以语言扶贫助力精准扶贫。

Poverty alleviation through languages in the context of targeted poverty alleviation is characterized by practicability, pertinence and sustainability. Language plays an important role in winning the war of fighting against poverty, but there exist some problems. For example, too much emphasis is placed on economic poverty alleviation while language-based poverty alleviation is downplayed;mandarin Chinese is promoted while dialects and minority language resources need preservation and development;effective scientific and technologic means are in short;there is a lack of long-term effective language mechanism for poverty alleviation;and low level of educational attainment hinders overall development. To solve these problems, we need to further raise the primary-level officials’ awareness of poverty alleviation with languages;actively turn language resources into economic resources in the poor areas on the basis of promoting mandarin Chinese;develop effective language products for poverty alleviation through modern science and technology;formulate practical language strategy for poverty alleviation;and provide intensive language training in the poor areas, so as to move forward with targeted poverty alleviation through languages.
