贫困人口内生动力培育是贫困治理体系中的关键一环,它能有效改变福利依赖和贫困歧视现象,助推相对贫困问题解决和乡村振兴战略的实施。以政府和社会工作机构为代表的两种扶贫力量,秉持“优势视角”与“内源发展”等减贫理念,借助正式制度优势和赋权参与式项目,打破贫困人口的“弱势化”和“问题化”倾向,充分挖掘贫困人口自身潜能,并依托社区资源优势,塑造出适应现代市场经济的减贫策略,重构贫困人口的生活世界,提高贫困人口的内生发展动力。未来的扶贫工作,需要在外部资源输入的基础之上,继续依托社区固有的资源禀赋,挖掘社区内部潜能,保证减贫的持续性和包容性。

The cultivation of the endogenous power of the poor is a key link in the poverty governance system.It can effectively change the welfare dependence and poverty discrimination,and promote the implementation of the relative poverty problem solving and the Rural Revitalization Strategy.Two poverty alleviation forces,represented by the government and social work institutions,rely on poverty reduction concepts such as“advantage perspective”and“internal development”,with the help of formal institutional advantages and empowering participatory projects,break the“vulnerable”and“problematic”tendencies of the poor,fully tap the potential of the poor themselves,and rely on the advantages of community resources to shape a modern market economic poverty reduction strategy,reconstruction of the living world of the poor,improve the endogenous development power of the poor.In the future,the poverty alleviation work needs to continue to rely on the inherent resource endowment of the community,tap the internal potential of the community,and ensure the sustainability and inclusiveness of poverty reduction on the basis of external resource input.
