中国共产党人民利益观逻辑生成与实践创新——兼论精准扶贫

Logic generation and practice innovation of the people’s interest view of the Communist Party of China:On precision poverty alleviation

为绝大多数人谋利益是中国共产党人民利益观的逻辑起点,满足人民日益增长的美好生活需要是党的人民利益观的历史起点。改革开放以来,党动态把握并科学拟定人民利益标准,通过改革发展不断提高人民利益总量、优化利益分配模式、逐渐实现人民利益均衡化,人民利益得到空前满足,但仍有一小部分群体处于贫困状态。因此,精准扶贫成为党践行人民利益观的现实逻辑,也是马克思主义人民利益观的创造性实践,体现了社会主义经济民主,落实了共同富裕目标,践行了为民靠民理念,凸显了有的放矢原则,彰显了马克思主义共同体思想。党的人民利益观是两点论和重点论、长远性和阶段性、均衡性与非均衡性、主观性与客观性、依靠多数与兼顾少数的辩证统一。

Seeking the interests of the vast majority of people is the logical starting point of the theory of the Communist Party of China and meeting the people’s growing needs for a better life is a historical starting point of the CPC’s view of people’s interests.Since the reform and opening-up,the Party has grasped and scientifically formulated the standards of people’s interests.Through reform and development,it has continuously improved the total amount of people’s interests,optimized the pattern of distribution of interests,and gradually realized the balance of people’s interests,so that people’s interests have been met unprecedentedly.But there are still a small number of people in poverty.Precise poverty alleviation has become the realistic logic of the Party’s practice of the people’s interests view,and it is the creative practice of Marxist people’s interest view.It embodies socialist economic democracy,implements the goal of common prosperity,practices the concept of relying on the people for the people,highlights the principle of targeting,and highlights the Marxist community thought.The Party’s view of people’s interests is a dialectical unity of two-point theory and emphasis theory,long-term and stage theory,equilibrium and non-equilibrium,subjectivity and objectivity,relying on the majority and taking care of the minority.
