高职百万扩招的战略意义与实现路径——基于全纳教育视角的分析

The Strategic Significance and Realization Path of 1 Million Expansion of Enrollmentin Higher Vocational Education

职业教育是面向人人的教育。李克强总理在2019年《政府工作报告》中提出,要多措并举扩大高职教育规模,高职2019年大规模扩招100万人,这是深化供给侧结构性改革的关键一招,既有利于缓解当前就业压力,也是提高国民素质、解决高技能人才短缺的战略之举,对于适应多样性学习者需要、促进就业和实现包容性发展具有重大意义。文章基于全纳教育视角阐释高职大规模扩招的现实背景、战略意义与实现路径,提出高职院校要回归职业教育本质,抓住国家就业优先战略和优先发展教育战略机遇,积极落实扩招计划任务,并以此为契机推进高职教育高质量发展。

Vocational education is education for all.In the 2019"Government Work Report",Premier Li Keqiang proposed that we should take multiple measures to expand the scale of higher vocational education.This year's large-scale expansion of higher vocational education by 1 million students is a key step in deepening supply-side structural reforms,which will not only help ease the current employment pressure,but is also a strategy to improve the quality of the population and address the shortage of highly skilled personnel.Moreover,it is of great significance for adapting to the needs of diverse learners,promoting employment and achieving inclusive development.Based on the perspective of inclusive education,this paper explains the background,strategic significance and realization path of the large-scale expansion of higher vocational education,and proposes that vocational colleges should return to the nature of vocational education,following the national employment priority strategy and seizing the opportunity of priority development of education to actively implement the expansion plan,and taking this as an opportunity to promote the high quality development of higher vocational education.
