摘要
首先介绍了DRGs的发展历程、理论价值、实际应用价值,然后通过对中国台湾地区的DRGs支付制度的基本组成情况、支付方式和支付优势的介绍等,综合梳理得出中国台湾地区的DRGs实施经验,包括成立专门绩效研究机构,统筹医院绩效管理;绩效信息内容公开透明,确保员工知情权利;强化审查监控措施方法,保障绩效结果公平;借鉴费用支付方式,科学测算成本费用;有效激发成本控制动因,合理控制医院费用支出等五项内容,借以推动内地医院绩效管理的发展。
Firstly,the development history,theoretical value and practical application value of DRGs are introduced.Then,the basic composition,payment methods and payment advantages of DRGs payment system in Taiwan are introduced.The DRGs implementation experience in Taiwan was also summarized,including the establishment of a special performance research institution and the overall planning of hospital performance management.The content of the performance information is open and transparent to ensure the employees′right to know;The review of monitoring measures is strengthened to ensure the fair performance results;The lessons from the payment method of expenses is drawn,and the cost scientifically calculated.In order to promote the development of performance management in mainland hospitals,cost control drivers should be effectively stimulated and hospital expenses reasonably controlled.
