在新型城镇化动力不足而发展增速放缓、基本公共服务供给不均等的背景下,以"产城融合"为核心理念的产业新城综合开发式建设有助于推动"土地城镇化"和"人口城镇化"双重目标的实现。但政府难以独立完成产业发展与城市管理,需要考虑对接可发挥市场优势的PPP模式,通过引入社会资本,实现产业新城在规划、规模、成本、激励等方面的高效运作,助推新型城镇化建设。我国产业新城PPP模式在实际运行过程中,存在经营性子项目与公益性子项目边界不清晰、回报机制存在合规性风险、风险控制不完善等问题。未来应明晰项目定位和产出目标,增强规划的科学性和可执行性,在现有制度框架下完善政府支付模式、强化运营管理、增强风险控制能力,以期实现产业新城PPP模式实践与政策的"良性共振",推动经济社会的高质量发展。

Under the background of insufficient driving force in urbanization,slower growth and imbalanced basic public service supply,the construction of new industrial city with "industry and city integration"as its core concept will be conducive to realizing the dual goals of "land urbanization"and "population urbanization". However,it is difficult for the government to accomplish the task of industrial development and urban management alone. As a result,it is necessary to apply PPP model to make use of the advantages of the market,and introduce social capital to optimize the planning,cost-effectiveness,reward mechanism and other aspects when constructing new industry city,which will accelerate the process of new urbanization. In practice,new industrial city PPP model also has some problems,such as obscure boundary between business sub-projects and public welfare sub-projects,compliant risk in project return mechanism,and inadequate risk control. In the long term,under the principle of protecting public benefits while considering commercial interests,project positioning and output objectives ought to be clearer and the planning should be made more scientific and practical. Under the existing policy framework,some efforts should be made to optimize return mechanism,operation management and risk-prevention and control. As a result,the practice of new industrial city PPP model will positively echo relevant policies and promote high-quality economic and social development.
