今年是中華人民共和國成立七十周年,回顧新中國七十年法治歷程,艱難反復,不斷進步,最終走上中國特色的社會主義法治之路。本期“聚焦”特邀華東政法大學教授郝鐵川撰文《新中國七十年法治發展的階段、經驗和展望》,系統回顧了新中國七十年法治建設的基本經驗,以及依法治國將面臨的七大挑戰和七大應對措施。全國政協社會和法制委員會駐會副主任呂忠梅與武漢大學環境法研究所博士研究生吳一冉聯合撰文《中國環境法治七十年:從歷史走向未來》,回顧了新中國成立以來,中國環境法治建設從無到有,從緊跟世界環境法發展到引領世界環境法治建設實踐,探索出一條適合中國國情的環境法治道路的艱難歷程。法學博士胡健撰文《新中國立法工作七十年》,將新中國七十年立法工作分爲1949-1978年和1979-2019年兩個階段,指出前三十年與後四十年的立法工作緊密聯繫、不可分割。前三十年立法工作爲後四十年立法工作奠定基礎、探索道路、積累經驗;後四十年立法工作是在前三十年立法工作基礎上的與時俱進、改革創新、發展完善。立法工作的深人推進,法律體系的不斷完善,必將爲堅持和完善中國特色社會主義制度、推進國家治理體系和治理能力現代化提供更加有力的保障。

Editor’s notes:This year marks the 70th anniversary of the founding of the People’s Republic of China.The past 70 years have witnessed hardships and setbacks and continuous progress leading to the socialist rule of law with Chinese characteristics.As a special guest in the column,Hao Tiechuan,Professor of East China University of Political Science and Law,wrote China's Seventy Years of the Rule of Law:The Development Stages,Experience and Prospects,which systematically reviews the basic experience of the construction of rule of law in the PRC over the past seventy years,and the seven challenges and seven countermeasures for future rule of law.Professor Lv Zhongmei,Deputy Director of Committee for Social and Legal Affairs of National Committee of the Chinese People's Political Consultative Conference,and Wu Yiran,PhD student of the Research Institute of Environmental Law of Wuhan University jointly wrote Seventy Years of Chinese Environmental Law:from Past to Future.They reviewed the development of Chinese environmental rule of law since the founding of the PRC:it started from scratch,and progressed from following global environmental law development to leading the practice of global environmental rule of law,exploring the path of environmental rule of law with Chinese characteristics.Hu Jian,doctor of law,wrote Seventy Years of Legislation in the New China.The article divides the seventy years of legislation of the PRC into two stages,1949-1978 and 1979-2019,and indicates that the legislation of the first 30 years and the last 40 years are closely linked and inseparable.The legislation of the former period serves as foundation,exploration and experience accumulation for the legislation of the latter period.The legislation of the latter period is the update,reform and innovation,development and improvement of that of the former period.The development of legislation and continuous improvement of the legal system will better ensure the improvement of the socialist system with Chinese characteristics and the modernization of the national govemance'system and capability.
