Optimizing the Allocation of Supply Elements of Public Digital Culture Project Under the Background of Innovation and Fusion Development

实现供给要素优化配置有利于为公共数字文化工程的创新融合发展提供决策支持。将经济学领域的供给侧改革理论作为研究的理论基础,构建公共数字文化工程供给侧要素模型并分析各要素配置障碍。结果表明,中国公共数字文化工程供给要素配置政策壁垒依然存在,供给要素无法自由流动;供给要素结构性失衡,缺乏需求表达机制;供给要素市场化配置程度低,缺乏协调发展机制;供给要素配置非效率化,缺乏动力发展机制。结合创新融合发展理念和目标,公共数字文化供给要素配置应加强基层法规建设;建立数字文化扶贫"空间站";释放合作多元主体活力;构建独立的信息统计系统。

Optimizing the allocation of supply factors is conducive to providing decision support for the innovation and integration of public digital cultural projects.Based on the theory of supply-side factor allocation in the field of literature research economics,this paper constructs the supply-side factor model of public digital cultural projects and analyzes the obstacles of each factor allocation.The results show that there are still policy barriers to the allocation of supply factors in China’s public digital cultural projects,and the supply factors can not flow freely;the supply factors are structurally unbalanced and lack demand expression mechanism;the degree of market-oriented allocation of supply factors is low and lacks coordinated development mechanism;and the supply factor allocation is inefficient and lacks power development mechanism.Therefore,combined with the concept and goal of innovation and integration development,it is suggested that the allocation of supply factors of public digital culture should strengthen the construction of grass-roots laws and regulations,establish a "space station" for poverty alleviation of digital culture,release the vitality of multi-subjects of cooperation,and build an independent information and statistics system.
