贫困地区精准扶贫多维绩效综合评价——以安徽省金寨县为例

Comprehensive Evaluation of Poverty-Stricken Areas’Multidimensional Performance of Targeted Poverty Alleviation:Taking Jinzhai County of Anhui Province as an Example

基于2010—2017年的数据,结合精准扶贫内涵,构建精准扶贫多维绩效评价指标体系,运用模糊数学评判法研究安徽省金寨县精准扶贫绩效。结果表明:金寨县精准扶贫综合绩效呈上升趋势,整体处于中等水平,但各维度绩效差异较大。目前金寨县已落实十大举措十大工程实施扶贫,但效果不够全面,建议金寨县增加扶贫项目的类型,改善贫困人口的生产、生活条件,推动优势产业的发展。

Based on the data from 2010 to 2017 and taking into consideration the connotation of targeted poverty alleviation,this paper aims to establish a multidimensional performance evaluation index system and study on this basis Jinzhai County’s performance of targeted poverty alleviation by using the evaluation method of fuzzy mathematics.Study results show that,the comprehensive performance of the county is on the rise,but at a medium level on the whole,and each dimension varies greatly.Although the county has implemented ten major projects to alleviate poverty,it has not achieved desired results,so it is necessary to launch more types of poverty alleviation projects,improve poor population’s production and living conditions,and develop advantageous industries.
