黑社会性质组织犯罪作为有组织犯罪的一种基本类型,与贩毒、恐怖主义活动一并被联合国大会宣布为“世界三大犯罪灾难”。它不仅严重威胁社会公众的生命财产安全,破坏社会秩序的和谐稳定,而且危及党的执政基础,影响国家长治久安。随着全国扫黑除恶专项斗争的推进,虽然黑社会性质组织犯罪在一定程度上得到了遏制,但也出现了认识不充分、态度不坚决,导致不想打、不真打的情况。因此,必须深化观念认识、增强责任意识,防止社会在某些领域陷入涂尔干意义上的“失范”状态,重构社会稳定、平和的氛围。研究黑社会性质组织的本质特征,构建全局性、跨区域立体协作平台的侦查协作机制成为必然。

As a basic type of organized crime,mafia-style crime,along with drug trafficking and terrorism,has been declared by the United Nations general assembly as“the world s three major criminal disasters”.It not only seriously threatens the life and property safety of the public,disrupts the harmony and stability of social order,but also endangers the ruling foundation of the Party and affects the long-term stability of the country.With the progress of the national anti-crime campaign,mafia-style crime has been curbed to a certain extent,but there are also some problems need to be aware.Therefore,it is necessary to deepen the concept of understanding,enhance the sense of responsibility,to prevent society from falling into the“anomie”state in Durkheim s sense in some areas,and to reconstruct the stable and peaceful atmosphere of the society.It is inevitable to study the essential characteristics of the mafia-style crime,and construct the investigation cooperation mechanism of the overall and cross-regional collaboration platform.
