高速铁路跨局作业中的设备故障应急处置规范化研究

Normalization Research on the Emergency Disposal of Equipment Failure in the Cross-CR Branches Operation of High Speed Railway

各铁路局集团公司对于高速铁路设备故障的应急处置规定存在不一致的情况,因此跨局作业时对同一设备故障场景须采取不同的应急处置措施,这不仅增加了作业人员的工作难度,降低了处置效率,同时会产生安全隐患,因此有必要开展分析高速铁路跨局作业中设备故障应急处置规范化研究。提出高铁设备故障应急处置规范化的范围、原则和方法,分析高速铁路跨局作业中固定设备和移动设备故障不统一的应急处置规定,提出规范化建议,为保障高速铁路运营安全提供参考。

Different CR branches have different emergency disposal regulations for high speed railway(HSR)equipment failure,resulting in that railway operators should adopt different disposal methods for the same failure scenario in the cross-CR branches operation,which increases operation difficulty for operators,reduces disposal efficiency and causes potential safety hazards.Therefore,it is necessary to carry out normalization research on the emergency disposal of equipment failure in the cross-CR branches operation of HSR.The paper puts forward the normalized scope,principle and method of emergency disposal of HSR equipment failure,analyzes the non-uniform emergency disposal regulations of fixed equipment and mobile equipment failure in the cross-CR branches operation of HSR,and proposes normalized suggestions for reference to ensure the operation safety of HSR.
