铁路外部环境安全隐患具有体量大、问题杂、整治难、易反复、成本大、成效低等特点,基于对铁路外部环境安全隐患的分类及治理难点,从加强内部人员队伍建设,分级、分层、分专业风险管控,落实企业主体责任、规范安全隐患处置流程,充分发挥地方政府、铁路监管机构作用,加大路外宣传力度、净化外部环境,构建路地隐患治理协调及应急联动机制等方面,探讨治理对策。

Potential safety hazards of railway external environment feature large size,complexity,easy repetition,high cost,low effect,etc.Based on the classification of the potential safety hazards and the management difficulties of railway external environment,the paper discusses the management countermeasures from the respects of reinforcing the team construction of internal personnel and risk management and control by grades,levels and disciplines,implementing the main responsibility of enterprises,standardizing the disposal process of potential safety hazards,and giving full play to the role of local governments and railway regulatory agencies,strengthening the publicity beyond railway,purifying railway external environment,and building the coordination and emergency linkage mechanism of hidden danger treatment between railway departments and local governments.
