电气化铁路电费支出是铁路运输成本的主要组成部分之一,减少电气化铁路电费支出,对降低铁路运营成本、提高铁路运输效率具有十分重要的意义。梳理我国既有电费政策及存在的问题,阐述电力体制改革与直购电电费政策,分析铁路实施直购电的市场主体性与市场优势,提出铁路实施直购电建议,并对铁路实施直购电电费支出效益进行评估。全面做好铁路直购电工作,可较大幅度降低铁路电费成本支出,具有较大的经济效益。

The electricity consumed by electrified railways is one of the main components of railway transportation cost.Reducing the expenditure in this regard is of great importance to lowering operation cost and improving transportation efficiency of railways.This paper explains existing policies on electricity tariff and related challenges,expounds reform of electric power system and policy of directly purchased electricity,analyzes the market subjectivity and strength of railway to use directly purchase electricity,puts forward suggestions for the implementation of the policy,and evaluates the expenditure benefits of railway to use directly purchased electricity.If progress can be made in this regard,the electricity cost of railways can be reduced remarkably,bringing great economic benefit.
