贯彻落实中央《关于完善矛盾纠纷多元化解机制的意见》,加快创新建立医患纠纷多元化解机制,是坚持以人民为中心的必然要求,是建设法治中国、平安中国的迫切需要,是创新有效预防和化解社会矛盾体制的重要内容。要正确认识和把握医患纠纷的特点规律,创新思路,坚持发展"枫桥经验",源头预防、多元化解、联动服务。要以"引出去、请进来"为目标,建好人民调解、行政调解、医患沟通调处中心等小平台,融入诉讼与非诉讼服务中心等大平台,建立健全医患纠纷多元化解组织体系。以创新为动力,建立健全源头防范、排查预警、分析研判、专业化解、协同化解、应急处置、舆情应对、人才建设和智能服务等机制,切实提高医患纠纷多元化解工作成效,让人民群众有更多的法治获得感和安全感、幸福感,彰显我国人民司法、医疗卫生制度的优势。
