港口建设费收费争议难以避免,正确对待争议问题,建立一个良好的解决机制是当前海事部门需要深入研究的一项工作内容。公平公正解决争议问题、及时有效地化解缴费纠纷,符合党的十八届四中全会提出的“健全社会矛盾纠纷预防化解机制”的会议精神,同时也可以提高海事部门的公信力,提升海事形象。

Disputes over the collection of port construction charges are inevitable.It is urgent for the maritime administration to conduct in-depth study aiming at properly handling such disputes and developing a sound mechanism.Handling the issues fairly and solving the disputes promptly and effectively conforms to the spirit of"developing prevention and solution mechanisms for social conflicts and disputes"put forward by the 4th Plenary Session of the 18th CPC Central Committee.It also helps to enhance the credibility and improve the social image of the maritime administration.
