目标设置是发明专利拥有量激增的驱动因素吗?——基于双重差分法的检验 被引量:2

Is Goal-Setting the Driving Factoring of the Surge in Possession of Invention Patents?A Difference-in-Differences Estimation

摘要 中国发明专利拥有量迅速跃居世界前列,作为政府绩效管理关键环节的目标设置在其中的作用值得验证。采用2006-2015年的数据,运用双重差分法(DID)探讨了发明专利拥有量目标设置对发明专利拥有量的影响,以及其对发明专利拥有量中比较重要一部分的发明专利维持量的影响。研究发现:发明专利拥有量目标设置促进了发明专利拥有量增长,但也显著抑制了发明专利维持量的增长。目标设置能有效促进所设目标的完成,同时目标完成的过程中有选择性执行行为,省份往往把将更多的资源投入到目标中相对容易完成的部分,目标中难以完成的部分成为牺牲的对象。 The number of possession of invention patents in China has rapidly leapt to the forefront of the world, as the key link of government performance management, the role of goal-setting in them needs to be verified. Based on the data from 2006 to 2015, Difference-in-difference(DID) model is used to study the impact of setting a goal of the Possession of invention patents on the number of Possession of invention patents, and its impact on the number of maintenance of invention patents, which is an important part of the number of Possession of invention patents. The results show that setting a goal of the Possession of invention patents has a significant positive impact on the number of Possession of invention patents, and poses a significant negative impact on the number of maintenance of invention patents. Goal-setting can effectively promote the accomplishment of the goals. At the same time, the goal setting may also lead to selective execution behavior.Provinces often invest more resources to promote the relatively easy part of the goal at the cost of reducing the relatively difficult part of the goal.
