摘要
学校安全政策是依法开展学校安全工作的基本依据。中华人民共和国成立以来,我国学校安全政策经历了起步、发展和规范三个阶段,整体呈现价值取向从关注学生当下安全到着眼终身安全,政策体系从碎片走向整合,行动体系从单极管理走向多元治理等演进逻辑。展望未来,提升学校安全政策质量应着重关注下列方面:着眼学生安全素养,确立政策价值取向;优化政策布局,健全学校安全政策体系;注重协同互动,确保学校安全政策有效运行。
The school safety policy is the fundamental basis for carrying out school safety work in accordance with the law. Since the founding of the People’s Republic of China, China’s school security policy has experienced three stages, which are start-up, development and regulation. The overall value orientation has shifted from students’ current safety to their life-long security, the policy system has moved from fragmentation to integration, and the action system has evolved from unipolar management to multiple governance. Looking into the future, to improve the quality of the school’s safety policy should focus on the following aspects: focusing on student safety literacy, establishing policy value orientation, optimizing policy layout, improving school safety policy system,paying attention to collaborative interaction and ensuring the effective operation of school safety policy.
