21世纪初期日本大学国际合作的探索及启示

Exploration and Enlightenment on International Cooperation of Japanese Universities in the Early 21st Century

1945年后,日本文部科学省、日本国际合作事业团(JICA)等组织和机构对提升大学的教育研究水准、强化国际竞争力、促进大学的社会贡献给予了充分支持。2004年日本国立大学法人化后,大学推进的国际合作向纵深发展,特别是国立大学纷纷确立了参与国际合作的理念和制度,通过开展各种各样的研究、调查与技术项目、公共机构与国际机构的支援项目来推进国际合作。这刚好符合全球化时代大学国际竞争力的强化、全球问题解决对大学知识贡献度的需要。中国大学在开展国际合作时,必须充分认识开展国际合作是全球化时代大学运用知识资源解决全球问题的客观需要;大学构建国际合作支援体制是其实现社会贡献与服务职能的重要路径;大学的国际合作应因校而异、多样化发展。

After 1945, the ministry of culture and science of Japan, Japan international cooperation agency(JICA) and other organizations and institutions have given full support to the promotion of educational research standards, strengthening international competitiveness and promoting social contributions of universities.After the corporatization of the National University of Japan in 2004, the international cooperation promoted by the university has developed in depth. In particular, the national universities have established independent concepts and systems to participate in international cooperation, and carried out various researches, investigations, technology projects as well as the support systems for public institutions and international organizations to actively promote international cooperation.This is just in line with the need of strengthening the international competitiveness of universities in the era of globalization and the contribution of university knowledge in solving global scale problems.When carrying out international cooperation, Chinese universities must fully understand that international cooperation is the objective need for universities to use knowledge resources to solve global problems in the era of globalization;the construction of international cooperation support system of universities is an important path to achieve their social contribution and service functions;the international cooperation of universities should be different among different universities and diversified development.
