重庆市县域科技创新体系差异化布局研究

Research on the Differential Layout of County Science and Technology Innovation System in Chongqing

区域创新体系是新型国家创新体系的重要组成部分,承担着分解新型国家创新体系总体目标的任务。而县域科技创新体系作为区域创新体系的基本单元,是推进国家创新发展不可或缺的一环。基于此,本文结合重庆市县域科技创新体系发展现状及存在问题,以抓分类、抓政府等"七抓"为发展重点,从市级和县域层面分别提出推动重庆市县域科技创新体系差异化布局的对策建议:在市级层面,开展县域创新发展顶层设计,培育壮大县域科技创新主体,强化县域创新载体和创新平台建设,加快培育集聚县域科技创新人才。在县域层面,加强县域层面创新载体及创新项目建设,推动县域战略优势产业转型升级,引导创新人才向区县集聚,促进县域层面的科技成果转化。

Regional innovation system is an important part of the new national innovation system,which undertakes the task of decomposing the overall goal of the new national innovation system.As the basic unit of regional innovation system,county science and technology innovation system is an indispensable part of promoting national innovation and development.Based on this,combined with the current situation and existing problems of county science and technology innovation system in Chongqing,this paper puts forward the countermeasures and suggestions to promote the differentiation of county science and technology innovation system in Chongqing from the city level and county level respectively,with the focus on"seven grasps"such as grasping classification and grasping the government as the development focus:at the city level.develop top-level design of county innovation and development,cultivate and strengthen the main body of county science and technology innovation,strengthen the construction of county innovation carrier and innovation platform,and accelerate the cultivation of county science and technology innovation talents.at the county level,we should strengthen the construction of innovative carriers and projects at the county level,promote the transformation and upgrading of county strategic superior industries,guide innovative talents to gather at the county level,and promote the transformation of scientific and technological achievements at the county level.
