司法社会工作介入诉源治理初探——以浙江省海宁市为例

The Critical Thinking of Justice Social Work in the Governance of Litigation Source——A Case of Haining

诉源治理是基层社会治理现代化的重要组成部分,当前该治理领域面临过度依赖司法系统、队伍专职化程度不够等诸多困境。要解决诉源治理的现有困境,需引入司法社会工作力量。本文以浙江省海宁市为例,建议具体可从制定政府购买司法社会工作诉源治理服务新制度,建立以司法社会工作为生力军的诉源治理工作新机制,探索"触及基层、覆盖全域"的诉源治理新做法等方面开展此项工作。

The governance of litigation source is an Important Integrant structure of today’s governance of grassroots society.However,the mode of litigation source governance still faces dilemmas like over reliance on the judicial system,or the unprofessional working group.Thus,the Introduction of the justice social work Into the litigation source governance could be a critical way to solve the present difficulties.By studying the case in Haining,this work provides a new system wherein the government purchases justice social work to Implement the governance of litigation source.Therefore,a professional working group that Integrates the justice social workers as the new force could be structured,and this new mode would promote carrying out the litigation source governance over the grassroots societies.
