高校专业建设中三类负责人有效运行的条件与机理探析:以Z高校为例

摘要 通过Z高校典型案例剖析,总结出三类负责人有效运行的条件是:院领导善于谋划统筹协调,负责人和团队成员人选恰当,考核明确人员动态调整。三类负责人有效运行的机理是:院领导班子在谋划学院定位和目标基础上,与专业负责人商议出不低于学校要求的年度和任期目标责任清单;专业负责人和系(教研室)主任协同配合,统领统筹课程负责人和实践教学负责人,汇集校内外资源,带领成员完成各项任务;院领导班子及时组织交流,配合教务管理部门严格考核,发现问题及时解决,形成专业建设的持续改进和闭环。三类负责人作为专业建设的基础制度,其良好的运行会有力促进教师的成长,作为专业技术运行体系,其有效运行首先依赖于行政体系的统筹管理能力。 Through the analysis of typical cases in Z university,it is concluded that the conditions for the effective operation of three types of leaders are as follows:the leaders of the college are good at planning and coordinating,the leaders and team members are appropriately selected,and the assessment is clear about the dynamic adjustment of personnel.The mechanism of effective operation of the three types of responsible persons is as follows:based on planning the orientation and objectives of the college,the leading group of the college consults with the professional leaders to come up with a list of annual and term objectives not less than the requirements of the school;the professional leaders cooperate with thedepartment(teaching and research office)directors to lead the overall curriculum and practical teaching leaders;Collect resources inside and outside the school,lead the members to complete various tasks;organize timely exchanges among the leading groups of the college,cooperate with the educational administration departments to strictly assess,find problems and solve them in time,so as to form a continuous improvement and closed-loop of professional construction.As the basic system of professional construction,the three types of responsible persons can effectively promote the growth of teachers.As the operational system of professional technology,their effective operation first depends on the overall management ability of the administrative system.
