Report on the Development of Higher Education Law of the People’s Republic of China in Twenty Years——Based on the Perspective of Improving the Quality and Efficiency of the Classification of Cultivating Talents in Colleges and Universities

《中华人民共和国高等教育法》优良结构的系统性夯实了其在高等教育领域母法的地位,对全国高等教育协调发展起到了关键性作用。但其较难的可操作性,影响了其权威性和指导性作用的有效发挥,在一些重要领域存在感不强,亟需采取相应对策给予解决。我国高等教育的高速发展对《中华人民共和国高等教育法》未来的系统性结构调整也提出了更高的要求。

The excellent systematic structure of the Higher Education Law of the People’s Republic of China has strengthened its position as the parent law in the field of higher education,which has played a key role in the coordinated development of higher education nationwide.However,its difficulty to implement has affected its authority and the efficiency of guidance,which has been marginalized in some vital areas,and it is urgent to be solved by corresponding countermeasures.The rapid development of higher education in China also puts forward higher requirements for the systematic structural adjustment of Higher Education Law of the People’s Republic of China in the future.
